Define ‘manufacture’ and ‘packaging’ under the Pharmacy and Poisons Ordinance

From PPO Part 1 Section ‘Interpretation’

Manufacture (製造) means—

(a) the preparation of pharmaceutical products - acquisition of materials, processing and packaging, and completion as finished products

or

(b) the repackaging of pharmaceutical products

Dispensing of a prescription is not included in this definition. 

Packaging (包裝) means any operation (eg filling and labelling) where a bulk product (that has completed all processing stages up to but not including final packaging) has to undergo to become a finished product.
